Under the direct supervision of the WPHF Programme Coordinator (P3), the Programme Analyst facilitates the implementation and management of the Fund’s portfolio in Europe, Asia, the Pacific, Latin America and the Caribbean in the area of women, peace and security and humanitarian action and provides substantive inputs to the Fund’s advocacy, knowledge building, reporting and partnerships. The Programme Analyst works in close collaboration with the WPHF programmes and operations team as well as with Management Entities in countries and civil society, ensuring successful Programme implementation of the portfolio.

Responsibilities

  • Provide substantive inputs to the design and formulation of funding allocations and funding initiatives under the Fund’s Regular Funding Cycle, including the Spotlight Initiative and the Funding Initiative on Forced Displacement;
  • Identify areas for support and intervention related to funding allocations and initiatives under the Fund’s Regular Funding Cycle;
  • Provide substantive inputs to the development of the Fund’s women in climate security portfolio.
  • Support the coordination of Calls for Proposals, including the organization of information sessions and materials for prospective applicants;
  • Review and evaluate proposals from prospective applicants, including longlisting and shortlisting;
  • Support the monitoring the implementation of the Fund’s portfolio in Europe, Asia, the Pacific, Latin America and the Caribbean;
  • Provide technical support to Management Entities in the implementation of the Fund’s portfolio in Europe, Asia, the Pacific, Latin America and the Caribbean;
  • Maintain relationships with Management Entities to support the implementation of the Fund’s portfolio in Europe, Asia, Latin America and the Caribbean;
  • Identify opportunities for capacity building and trainings for partners, including through the Fund’s Community of Practice and Learning Hub.
  • Monitor progress of implementation of grants and track finances of the Fund’s portfolio in Europe, Asia, Latin America and the Caribbean;
  • Draft reports on monitoring missions, country results and portfolio results; 
  • Provide substantive inputs to the preparation of WPHF reports, donor reports, and ad-hoc reporting.

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • At least 2 years of progressively responsible work experience in Programme/project implementation, coordination, monitoring and evaluation is required. 
  • Work experience with Programmes implemented in one or more of the following regions is required: Europe, Asia, the Pacific, Latin America and the Caribbean is required.
  • Experience in Programmes or policy related to women, peace and security and humanitarian action is required.
  • Experience with global and complex multi-partner funds and Programmes is required.

Languages:

  • Fluency in English is required.
  • Knowledge of Spanish is desirable.
